As a senior programme manager, the post holder will support the delivery of the Crisis and Acute commitments assigned to the Adult Mental Health programme. This presents an exciting opportunity to play an instrumental role in shaping and delivering high-profile national priorities, which will improve the experience and outcomes for people across the country.
Main Duties of Job:
The post holder will be required to undertake the following functions:
- Strategic thinking and problem solving to address any bottlenecks or challenges impacting performance
- Understanding and analysing data to identify key barriers to deliver
- Leading work to refine national implementation support offers and resources to drive improvements, with input from a range of stakeholders
- Working closely with regional teams to support systems
- Managing relationships autonomously with senior local system leaders and influencers, and key national stakeholders
- Contributing to government briefings on their portfolios
- Managing high performing individuals already working on these issues and focussing their work to achieve maximum impact
- Developing a longer-term strategy for sustainable improvement across the crisis and acute programme beyond 2024/25.

Swydd-ddisgrifiad a phrif gyfrifoldebau manwl
The post holder will support the leadership of a high performing team in the overarching delivery of the crisis and acute mental health programme, with a particular focus on leading policy and strategy development in relation to:
- The implementation of the Mental Health Act (MHA) Reforms, including shaping the legislation and supporting its progress through parliament
- Consulting widely across NHSE on Mental Health Act reforms to input to the process and later gain support for implementation
- Working in a matrix management style to coordinate this work within other teams after setting up appropriate governance to oversee delivery
- Reviewing current Bill provisions and potential areas to go further, in order to brief senior leads on the current position on the Bill to agree approach and prepare for early discussions with DHSC
- Working with DHSC to review the Impact Assessment for workforce, implementation support and funding plans
- Plan communications and engagement approach with systems and stakeholders in liaison with DHSC
- Establishing an NHSE MHA Advisory Group which would be practically focused and draw upon operational experience
- Determining the priority of reforms of highest risk / needing most implementation support
- Creating an effective PMO to plan and oversee the programme
The postholder will be required to work flexibly to lead on or support other programmes of work across the wider mental health crises and acute portfolio.
